What is SS4A?
Safe Streets and Roads for All (SS4A) is a federal grant program established under the Bipartisan Infrastructure Law and administered by the U.S. Department of Transportation. The program supports local efforts to prevent roadway fatalities and serious injuries through data-driven safety planning and implementation strategies.

In 2025, Dallas County was awarded an SS4A grant to develop a comprehensive Safety Action Plan for public roads within the county-maintained network, the City of Valley Grande, and the Town of Orrville.

The project area includes Dallas County-maintained roads, the City of Valley Grande, and the Town of Orrville. Please note that the City of Selma is developing its own Safety Action Plan and is not included in this project.

Project Goals

The Safety Action Plan will identify roadway safety concerns, establish priorities, and recommend strategies to reduce fatal and serious injury crashes. The planning process will consider the needs of all road users, including motorists, pedestrians, bicyclists, transit riders, and commercial vehicle drivers. The project will focus on:

  • Identifying locations and factors associated with fatal and serious injury crashes.
  • Gathering input from residents and people who travel throughout the project area.
  • Developing data-driven recommendations to improve roadway safety.
  • Establishing strategies to support safer roads for everyone.

Why Do We Need a Safety Action Plan?

Every crash represents an opportunity to make our roads safer in our community. A Safety Action Plan helps us understand where, why, and how serious crashes occur so we can identify the most critical safety concerns and prioritize effective solutions. From 2021 through 2025, Dallas County, excluding the City of Selma, experienced 1,894 reported crashes.

Take Action: Be a Safety Champion

Small Actions Can Lead to Meaningful Changes. Creating safer roads is a shared responsibility. Through education, collaboration, and a commitment to safe behaviors, we can help build a safety culture that protects everyone who uses our transportation system.

As a Road Safety Champion, I Pledge To:

  1. Follow All Traffic Laws - Obey traffic signals, signs, speed limits, and other rules of the road.
  2. Respect All Road Users - Share the road responsibly with pedestrians, bicyclists, motorists, and other travelers.
  3. Stay Sober and Alert - Never drive under the influence of alcohol or drugs or while fatigued. Encourage others to make safe choices.
  4. Minimize Distractions - Avoid texting and other distracting activities while driving, walking, or biking. Stay focused on the road and your surroundings.
  5. Promote a Positive Safety Culture - Model safe behaviors and encourage others to prioritize roadway safety at home, at work, and throughout the community.
  6. Buckle Up for Safety - Wear a seat belt every time you travel, whether in the front or back seat. Ensure children are secured in appropriate car seats or booster seats based on their age, height, and weight.
